SOFT's client located in Location: Syracuse, NY (Albany NY, Buffalo, NY) preferred is looking for a Electrical Engineer - Transmission Planning for a long term contract assignment.

Job Purpose: Perform Transmission Planning functions within the Transmission Planning group responsible for New York. Establish transmission development/expansion plans for the optimized, safe and effective management of our transmission assets with respect to thermal (powerflow), stability, voltage, and short circuit requirements over their whole lifecycle in New York. Support Climate Leadership and Community Protection Act efforts directly and indirectly.

Key Accountabilities
• Perform thermal capability analysis (ratings) for transmission lines, power transformers, circuit breakers, switches, series and shunt reactors over a range of ambient temperatures, for given wind speeds and solar conditions.
• Maintain databases and PSSE models (cases) containing rating and impedance information for various transmission circuits, transformers and related equipment.
• Conduct analytical studies for transmission system expansion, interconnection of new generation, and load to the transmission system. These analytical studies should consider power system thermal, voltage, and reactive behavior, and short circuit performance as they relate to system reliability, production costs, economics, and operating flexibility.
• Perform all computer modeling necessary to conduct power flow and stability studies for Transmission Planning as well as other engineering functions; utilize a team approach to ensure consistent and thorough analysis in all Transmission Planning studies.
• Document study findings in reports and prepare and defend recommendations in presentations to executives responsible for funding decisions.
• Provide support for need cases to siting and licensing team during various hearings. 
• Implement policies and procedures relative to Transmission Planning.
• Participate in the NYISO Interconnection process including completion of pre-application reviews, review of study scopes, base cases, and short circuit cases, Feasibility Reports, System Impact studies and Facility Studies individually and as a member of a team.

Qualifications
• A Bachelor of Science in Electrical Engineering from an accredited engineering school is required. Ability to achieve a Master's Degree in Electrical Power Systems preferred.
• Minimum of 4 to 6 years of related experience and credentials.
• Ability to achieve Professional Engineering registration preferred.
• Valid driver’s license required with a safe driving history that meets client's Safe Driver policy.
• Experience with state-of-the-art techniques in power flow, and short circuit analysis PSS/E, MUST, PROBE, ASPEN and/or PowerGem TARA experience preferred.
• Proficiency in personal computer office-based software applications such as MSOffice (Word, Excel, and Access) is highly desirable
• Familiarity with transmission planning standards and criteria of NERC, NPCC.
• Experience within an RTO (such as ISO-NE, NYISO, PJM, CAISO etc.) planning processes preferred.
